As we know quoting from MHRD web about Fundamental right of Free & compulsory Education "The Constitution (Eighty-sixth Amendment) Act, 2002 inserted Article 21-A in the Constitution of India to provide free and compulsory education of all children in the age group of six to fourteen years as a Fundamental Right in such a manner as the State may, by law, determine. The Right of Children to Free and Compulsory Education (RTE) Act, 2009, which represents the consequential legislation envisaged under Article 21-A, means that every child has a right to full time elementary education of satisfactory and equitable quality in a formal school which satisfies certain essential norms and standards." but Gujarat Government preparing to violate this rights of Children.
According to the sources, thousands of government schools in Gujarat will be merged /closed !!! whose village schools are about to close, the next generation of the village will witness this degradation. It is also a big deal to witness such a historical event if this will happen note that this event does not descend beyond the emergency time sterilization.fears to Encourage children to seek child labor and begging.
Without any plan or extreme reason preparation of merge/close more then 5000 schools beyond understanding.Opposition MLAs, MPs are silent on this issue as well as Educationist / kathakars / columnists / litterateurs are on mute mode.Govt. Primary Schools are the village identity, dignity and the marginalized children's rights,an attack on children's right to free and compulsory education.Along with the schools, the entire villages will lose their existence, their cultural and social identities.
Government's decision is to merge / close those schools which have a student population of 30 or less. Protest has arisen in education committees and organizations in all districts of state.
Gujarat State Primary Teachers' Union gave letter to Chief Minister on 16/11/2019 regarding the merger of schools.according to them verbal instructions given in the meeting with DPEO (Districts Primary Education Officer) on 23/10/2019,said that action has been initiated at the district level by the District Primary Education Officer, stating that the following things are to be taken care of.
Not to be merge schools with a distance of over one kilometer.
Care should be taken not to make the village without any school.
In a school that is merged, the distance from the children's home to the school will not exceed one kilometer.
The river, canal,National highway-road schools should be focus and care of.
Take care that children are not deprived of school and children do not drop out.
Not seeing the distance between schools, but look out the distance from where children come and where they go.
Local conditions should also be taken into consideration.
Schools & Education System started improvisation by former Chief Minister and the present Prime Minister, Honorable Narendra Bhai Modi, to reduce the drop out ratio in Gujarat and to ensure that all children of the age group of 6 to 14 years get quality education in their own village. The features that will be unused and the dropout rate in Gujarat will be threatened again.
Parents of children belonging to backward classes and children studying in villages are of poor household and deprived education environment, parents are not aware of education so it is very essential that their children's primary education is available in their village.
Different Members of districts, talukas and village sarpanchs and SMC members have requested not to close/merge schools. If the schools are closed/merged, then there will be a forced Gandhian way movement.
